Appalling Standard of English in AJC
I can only guess, that the person who wrote this is Chinese educated ("read" in Chinese is the same as "study"), "who did not read " Higher MT at O Level.
I'm pretty sure it was a mistake, as in previous criteria, "students who do not offer" was used.
That itself seems to be a mistake too. Students who were not offered or student who do not offer?
I have no idea.
Other than the boxed wrong use of word, there are grammar mistakes there that even my pathetic standard of grammar allow me to identity.
Conclusion? AJC may not be the best place to go if you want to pass your General Paper.
More reasons here, here, here and the really classic one that will make you go WTF here.
An important point to note, is that if you can't pass your General Paper, you fail your A Level. Good luck on that if you come to AJC.

"Read" can also mean studying a subject, although it is more commonly used in institutions of higher education, eg: "I read English in university." Although it is a bit uncommon to say "read Chinese in secondary school" it is still acceptable and not really "appalling".
the above anonymous is right. Read can be a form of "having studied".
on the main topic though, general paper is not as hard to pass as your lecturer would incline you to believe. it requires firm standing in current affairs and general knowledge, as well as well supported opinions.
e.g if you think education should also be about morals and values, you should be able to pull some supporting evidences/knowledge/current affairs to push that opinion forward.
just a small story, i was in the now defunct jurong institute (now Millenia Institute i believe?), and i either barely pass my gp each year, or fail every single take home essay we have to do. teachers told my parents to just prepare me for working life, and i got f9 for prelims.
i got depressed and decided to skip all remedial classes, to concentrate on my other subjects instead.
i got an A1.
moral of story? they all lie. either that, or they insist that i should have the same point of view as them, that's why i was failed.
anyways, i talk too much. :) good luck in your GP.

the inconsistencies made it sound like it was typed by many different people, then hurriedly strung together.
